I guess if the empire wanted to reward the corporations and cartels loyal to them, they wanted them to be able to defend their (and the empire's) interests but not have enough to rebel, and, you know, become another CIS. 
I read that in some Star Wars books, the Empire gave some of the leftover separatist battle droids to corporations loyal to the Empire, I think as a personal militia, private army, or just a security force. Perhaps as labor. Or all of the above. 
I do remember reading that the empire usually ignored the really big powerful cartels of warlords, slave traffickers, pirates, and mercenaries (usually some overlap), and even tried to make terms with them because they were good at getting the empire slaves. That and they already controlled their worlds so the Empire would sometimes trade battle droids with them so they could get slaves in return. 
Naturally I'm sure the empire was cautious not to over do it so that their allies didn't get TOO powerful on their own.

Why did they decide to go with Tie fighters? Were they cheap to purchase or manufacture themselves?

I'm guessing that the Empire sold them to the Mining Guild (and made a profit) and imposed the cut down solar panels to prevent them being any kind of insurgent threat... but I'm just guessing ;)

Sounds right to me. TIEs have no shields, life-support, hyperdrive, and are pretty much just a pair of engines and laser cannons. So yeah, very cheap.

Now canonically TIEs do have minimal life support.. enought to survive in them without helmet and to do short missions..  after all they are short range fighters that cant go much far away.. the mining guild models are clearly downgraded models.. they are suposed to be now pals with the Empire so i can see them buying a number from Sienar as part of "we are all now pals" agreements.. they probably use other types of fighters in other places or when more range is required.. but after all they only want them as defense and patrol craft for their mines.. no need of strike fighters to do attacks against long range targets
